popla are funded by the BPA but are run by london councils so you will get a reasonably fair hearing, plus there is no alternative, so you may as well do so and cost the ppc £27 + vat
a properly constructed appeal like the ones on these forums should win, but if you did lose its not binding on you, but the result IS BINDING on the ppc
a landowner cancellation (the gym) would nip it all in the bud0 -

Thanks folks, I am going to appeal to POPLA. Not though because I'm worried about court or what have you but I just like to tie things up and have things finished. Therefore if there is an option to have the case closed as opposed to it just drifting into the future I'd rather try that but if POPLA rule against me the I will definitely be leaving it at that.0

The other thing about PoPLA is that, regardless of the result, UKPC will have to pay them £27, which is satisfying.
Have you attacked the gym yet? If not, why not? That really should be a priority.Je suis Charlie.0 -
I spoke to the gym at the time and they just said that I had to appeal it with UKPC. The gym is one of several businesses that use this car park so it's not technically the gyms car park. The gym just have several bays allocated to them within it. I'd have to complain to the people that own the land rather than the gym itself.0

so find out from them who the landowner is and put a complaint in0 -

Well I thought Id let you know where I'm at. After getting the rejection letter sent on from the BPA I used the Popla code to appeal to Popla. Today I received their rejection because it was filed too late despite me stating that the reason it is late is because I have only just been given the verification code from UKPC. I called popla to complain and was told that the decision is final which is great when they're supposed to be there to help the person with the ticket.
I went back to the BPA who said that I should have written to the lead investigator, well thanks for telling me folks. You never mentioned this at any point!!!
Anyway I've decided I'm not writing any more appeal letters as its a complete waste of time.
I complained to the gym last week and am still waiting to find out what has happened because they are in the process of trying to get the ticket cancelled with UKPC. I'm hoping to speak to them again today but so far its taken a week and I'm still waiting!0 -
there have been several if not dozens of threads on here about making a direct complaint to the lead adjudicator
you need to think about using the forum search and finding out this stuff for yourself, you cannot be spoonfed all the way

if you had asked about making a complaint to popla about a late submission, I and many others could have told you to complain to the lead adjudicator , as you will only get "fobbed off" by the staff on the service desk. so the BPA are correct and this is "common knowledge" known by many of the regulars here but you never came back to us and asked
I did tell you to check if the code had "expired" or not 2 weeks ago , no reply by you on that score , so how are myself, umkomaas or bazster supposed to know ?
you can also try complaining to the LONDON COUNCILS about being fobbed off by the service desk staff
and I already mentioned about complaining to the gym and the landowner
we dont all have a crystal ball, but if you were to ask these questions people here would give you the answers in their replies , especially if you gave the full facts
I think you expect too much of volunteers who give their services and replies for free on here ! you seem to expect some sort of bespoke personal service as if you have paid for one0 -
To be honest I think Redx you're being a bit unfair. I didn't actually post this update to get 'free' services as you suggest. I was actually just posting it so that anyone who may be vaguely interested in the progression could see where I'm at and to highlight again how these companies operate, nothing more. If no one replied to my post I really wouldn't mind plus I'm not going to be taking this any further anyway.
I expect nothing from this forum, as it is purely a place for discussion with people free to join in or not as they choose. I am extremely grateful though for the advise you and others have given to me.0
