POPLA Appeal not received

Hi Everyone.
I appealed to POPLA but sent it by post and unfortunately didn't send it by registered post because i was pushed for time. Just popped it in the postbox near my home. Of course they say they never received it. Dummy that i am i didn't e-mail it either. Lesson learned. Then i got a demand for the full amount from PE. I telephoned to POPLA and explained to which they explained that i should mail it immediately which i did. Now got a letter saying it was out of time.
Anyone got any idea's? Looks like the only alternative is to go to court as far as I can see.
Any advice would be much appeaciated.

Email POPLA and explain you were asked to re-send it in view of the appeal being lost at their end first time around and ask (specifically) if the Lead Adjudicator can please reconsider.
The reply telling you that it's too late is a standard one. Don't tell me you didn't put a covering letter explaining that this was a duplicate of the lost one and that you'd been told to re-send it and the case would be considered? If not then of course the POPLA clerical staff are going to take one look at the POPLA code and chuck it in the 'too late' pile, obviously, no-one would have been 'looking out for it' among the hundreds they get.
Why the heck not do it online in the first place (you could not have emailed the appeal but ALWAYS do these things online). This could now mean a court case and defence needed instead of a simple online click of a few buttons that day. What a waste of your time and what stress if you can't get this considered now.
Anyway try emailing - with the POPLA CODE in the SUBJECT LINE of course:
appeals@popla.org.uk and explaining that it was a duplicate as discussed on the phone and can they please refer the matter to the Lead Adjudicator as you did post your appeal in time, the first time around. Can't promise he'll reconsider but if you don't ask, you won't get.
Also complain to the retailer/landowner right now, to try to get it cancelled that way instead. NOW - before you are sued.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You're absolutely right CM, lesson learned. Dumbest thing possible. I'm kind of reconciled to the idea of Court but I'll try the chief adjudicator as you suggest. When i phoned they said that it may be considered not will be considered. I e-mailed and sent a hard copy to them with an explanation of the post problems and did so within 2 minutes showing that i already had a copy and hadn't quickly concocted something.
The POPLA reply is, as you say just a template response.

The saga continues. I have been in constant communicationwith POPLA for some time now requesting that this case been considered by thelead adjudicator but each time the Appeals Admin Team keep telling me that itis out of time, and each time I make the request again. The most recent mails have gone like this:
POPLA
Thiscase has been seen by the Lead Assessor as well as the Lead Adjudicator ofPOPLA.
Theappeal remains out of time and we have notified the Operator that POPLA does nothave an active appeal for the VC in question.
Inorder to avoid further action by the Operator, you are advised to contact themto arrange/ agree payment.
Pleaserefer to our email to you below which was sent to the Operator for theirinformation.
Acopy of this email has also been sent to the Operator for their records.

You have the original copy of this correspondence. As thisappeal is not active at POPLA we do not have a copy. This is because anyoriginal letters sent to us have been returned as per our policy, which is wedo not retain any paperwork for any appeals which are not eligible forprocessing.

Can I see a signed response from him with regard to thisapplication as well as the same from the Lead Assessor given that you stateboth have been involved in the decision to reject our application.
Itseems that not only have you misplaced our original appeal but that there seemsto be other discrepancies as well given your most selective choices from theoverall correspondence.

CM did write this three months ago Ampersand, I have been trying to get POPLA to get the chief adjudicator to accept my appeal for that time. This is just the continuation of that plus i screwed up when i posted the above selection of mails. There's a lot of them too. I only posted the last couple because i feel they have messed up with the comments they've made and wish to make complaints.0

My apologies for rushing this into print without adequateexplanation I will try to explain better the sequence of events so far.
I havechallenged the PCN which was rejected so appealed to POPLA by post. I didn’treceive a confirmation from them so phoned and was told they didn’t have it butto re-send the appeal as it may be accepted.
Then had awhole series of e mails because they sent an out of time letter with a completelydifferent reference number than the verification code or PCN number and as I hadthree at appeal I wasn’t sure which one they were talking about. There thenfollowed a mass of mails trying to clarify which PCN they were referring to butthey couldn’t or wouldn’t identify the parking company. I’m still not exactlysure!! Patently wouldn’t because they need to advise the operator at some stageof outcomes.
I continuedto ask that the Lead adjudicator consider the case and POPLA kept saying thatlead adjudicator and lead assessor had Seen the appeal. Nor reviewed and cometo a decision, so I kept asking for evidence. The correspondence then went likethis:

Not worth following up further with POPLA - so put that behind you, it was missed.
Any mileage in complaining to a Store manager or landowner to get them to tell PE to cancel the PCN?
MUCH more importantly, what's the latest you've heard from ParkingEye?
