Where I work grant funding makes up £181m and council tax £53m. £20m was borrowed to fund capital projects over a 10 year plan. I'm unaware of borrowing ever being used to fund local services - do you have proof of this? What did your FoI request ask?

I'd argue that Vodaphone had no right to bill me....I don't have a contract with them to supply me with a service. If it was O2 that sent the bill, I'd pay it because I do have a contract with them.

    .

And nor is there a complex statutory framework obliging you to pay vodaphone anything.

Honestly, if these ideas had any credence, do you not think they may have caught on and nobody would be paying anything.

The severely mentally impaired are not counted for council tax purposes, maybe that's why there are no bills here?

Exactly my point. Should we not be given the choice to have these services privately tendered if we so choose? Certainly happy to e-mail my entire file of correspondence, which includes black and white confirmation of the council removing my accounts, as well as the FOI answers regarding borrowing.

Severely mentally impaired are not counted for council tax purposes? Do you have proof of this, or is this just a weak attempt to inflict some kind of insult? There are many solicitors who don't pay council tax
