I moved house in February and it took the council months and months to get a new bill to me. I did chase it up several times but it didn't speed things up, so to those saying it's the OPs fault for not chasing it up don't know what they're talking about.

You say YOU chased up your CT bill. The OP said she didn't bother to do so.

All councils are different and just because your local council is a waste of space doesn't mean all other councils are. My local council sends out recalculated bills within a week, as my son can testify.

It's not theft if they are legally recouping money they are owed.
Ah but in my case it would have been theft though wouldn't it because I didn't actually owe the sum they were deducting.
They had been sending all my bills to my old address including the bill for this year and I don't live there. They knew I'd moved but somehow didn't close the account for the old property. They used that address to write to me as a primary address even though I'd moved. That is why I hadn't recieved anything.
I pay my bill every year with no problem.

I recieved the bills in question at my current address as promised. I owe a total of £39 for the few days I had two properties on the go whilst I was moving between. Plus £60 for this year's bill at current address which can be paid in installments.

I'm happy that the situation has been resolved. Now I have a similar issue with Southern Water. But that's another story :) thanks guys

One thing to bear in mind is that there are no bills from the council. I see a lot of people talking about bills being sent. What you get from the council is a 'statement of account', not a bill.

A legitimate bill is broken down (like a mobile phone bill for example, letting you know how much of what goes where) but they cannot do this at the council because this is when you realize our money doesn't really fund any of the services, which is why they cannot provide genuine bills. I tried for almost 2 years to get a real bill, and it's impossible.

I would ask your council for a genuine bill, stating that a figure put on a bit of paper doesn't really provide you anything other than a number. Would you pay your network provider £200+ if they demanded it by putting the figure on a bit of paper, or would you be intrigued to see exactly how that £200 was spent or allocated to?

You do realise that the "freeman of the land" stuff has never held up in court don't you ?

I think its pretty clear where council tax is spent or do you not use pavements / roads / streetlights and are there no schools in your area ? Oh and i take it the police and fire brigade don't serve your area either then because they get monies from council tax revenue too....

This has absolutely nothing to do with "freeman on land" conspiracy theories.

As someone who has been council tax free for several years, and spent considerable time on this, I speak with experience. Where is yours? This belief that the money we hand over to the council funds the services we use is the very deceptiveness that continues to fool even wise people.

The services are funded primarily through borrowing from the BoE, with Scottish councils borrowing from the Scottish Parliament who in turn borrow from the BoE, over 70% for a percentage. I won't even get into where our money goes because I feel you'll struggle if you can't get your head around the legalities of a legitimate bill and why it is important before handing over money.

I guarantee you will not be able to get one, but if you think it's 'nonsense' then ask your local council for full account and billing information, which "should" contain the actual accounting and full statements for the life of your account. I had to call up Virgin to get VAT bills sent to my house in order to reclaim VAT for broadband and telephone usage. No problem, but impossible with the council

Council Tax is a statutory charge and therefore outside of scope for VAT.

How are you council tax free?

Are you a guest of her majesty?

I didn't say it was. I was merely using Virgins 'VAT' bills as an example. Nonetheless 'bills' all the same.

bigadaj - As member 'fed up and stressed' said, it's a statutory charge. There is no evidence, or at least none that they, the councils, can provide to show how much of our money goes where. I'm not talking about those colourful annual handouts showing the 'big pot', I'm talking about legitimate paperwork. It simply doesn't exist.

My issue isn't with getting a 'freebie', but about transparency on MY money. If I'm handing money over, I want to know exactly where it goes and what it goes on. I'm not overly keen that I had to hand over money for services not yet received, such as grit for the winter and when there was a grit shortage, there was no 'refund'. The council know my stance, they know I haven't refused to pay, so they cannot secure a summary warrant. I'm willing to pay as soon as they provide me with a bill

Sigh ... I'll repeat myself .. If the streetlights are on. ..there is tarmac on your pavements .. you have a local police force and fire brigade ..their is "your proof":T
