Thomas Cook rep gave our pram away

We recently holidayed in Turkey, booked through Flexible Trips/Thomas Cook.
The apartments we were in didn't have a lift, and the staircase was very tight. It was a sister hotel with a disused lobby, with a couple of old tables and some pushchairs in.
As a result of this, we left our pushchair in the lobby, albeit out of the way, opposite side of room to other pushchairs in an alcove. On our last day it went missing, with CCTV showing a Thomas Cook rep giving it to another guest. When challenged, she had no idea who she'd given it to and told us she was going to search the local area (without even taking our details an hour before we were due to leave).
We did get a written statement off've her detailing her version of events, with her basically saying that she didn't give them the pushchair she just told them to take one.
We've attempted to complain to Thomas Cook, who told me it was nothing to do with them and to take it up with Flexible Tours, however I disagree as it was their rep.

If you are certain that the rep is a Thomas Cook employee then they will owe a duty of care and you should make a formal complaint to them.0

Were the other pushchairs belonging to guests or free for anyone to use, did you put something on yours to identify it as such?0

But surely as the OP left their pram in an unsecure area with some other prams and has made no mention of being told that they could leave it there or informing anyone that it had been left, they must take some responsibility for the loss.0 -

As clear as mud.The OP makes it clear what happened.
All that they have stated is that the TC rep gave the pram away.
There are still quite a few important facts about what happened before the pram was given to someone else, facts that could well have a big bearing on liability.
1/ Did the OP have permission to leave their pram where they did?
2/ Did they inform anyone that the pram was left where it was?
3/ Were there any markings or labels to show that the pram belonged to them and wasn't one of the other prams that had been left there which may well have been abandoned or "pool" prams for anyone and everyone to use?0 -
The hotel we stayed in was split into 3, 2 of them were Thomas Cook and the one we stayed in was Jet2 (they put us in the wrong one)
A woman who was the manager of our building was aware of the pram. She rented them out to people, and was very upset with the rep for giving her prams away as well.
The pram still had the airplane tag on it
The rep has signed something almost accepting blame, how would you go about a formal complaint as I have received generic post replies and on the phone he would only say that Flexible Tours would be in touch - they haven't.
With it being on CCTV we would've reported it to the authorities, unfortunately it happened an hour before we were due to leave.0 -
