If you feel the website misled you into thinking the 0844 number provided was an "official" number, complain to ASA.

Absolutely no chance of a refund if they used the website I linked (or similar) as they very clearly state what it is they do and charge for the service. An absolute scam but also totally legal (I kid you not).
I'm flabbergasted anyone would fall for that mind you.0 -
I searched and found this thread started summer 2015 regarding charges, the table confirmed TalkTalk (my provider) were charging 5p a minute access charge, my bill for November 2017 had £8-14 charged for 2 calls lasting 45 minutes to 084 numbers.
TalkTalk confirmed they now charge 12.5p a minute access charge, the business I was calling has a service charge of 5p and access charge of 2p so total per minute charged was 19.5p.
Phone providers are ripping customers off, 150% increase for service charge for 084 numbers in just 2 years
The business I phoned charged 2p where as TalkTalk charged 12.5p access charge, 525% more than the business I was phoning... how is that justified?0 -

The Access Charge is set by the caller's landline or mobile phone provider. Landline providers charge between 2p and 14p per minute, but mostly charge between 10p and 14p per minute. Mobile providers charge between 5p and 55p per minute but mostly charge between 30p and 55p per minute. The Access Charge is the cost of making the call and is same rate irrespective of which 084, 087, 09 or 118 number is called.
The Service Charge is set by the called party and their telecoms provider. It can be
- up to 7p per call and/or up to 7p per minute for 084 numbers
- up to 13p per call and/or up to 13p per minute for 087 numbers
- up to £6.00 per call and/or up to £3.60 per minute for 09 numbers
- up to £15.98 per call and/or up to £7.99 per minute for 118 numbers.
The Service Charge is the cost of the premium rate service accessed.
There is no connection between the Access Charge and the Service Charge. One is levied by the caller's phone provider, the other is levied by the called party and their telecoms provider.
You could end up making a call with a 2p per minute Access Charge and £3.60 per minute Service Charge. Through a different provider and to a different number you could also make a call where the Access Charge is 55p per minute and the Service Charge is 1p per minute. There is an almost endless amount of combinations depending on which provider you use to make the call and which number you call. The split charge system makes it possible to know exactly how much you will be charged before you make the call.
However, usage of these numbers is banned for customer services, financial services and public services and has been for several years. There should be almost no need to call these numbers. Most 084 and 087 numbers found online are either out of date or are fake or scams.0 -
Hoover did use to have a 08444 99 55 99 customer service number and i assume it still connects as you have been charged to call it.However they have now changed it to 03444 99 55 99 which is incliuded in inclusive minutes,0
