Should I complain?

Travelodge should have an area manager who should be mortified at the manager's lack of overall control and undisciplined staff behaviour. In the first instance complain to him/her and if no joy up your complaint on Trip Advisor.“Learn from the mistakes of others. You can never live long enough to make them all yourself.”

I fail to see where the staff were at blame here. Are they not allowed to take a break and do you think it's their job to help you with your suitcases? You had to wait a couple of minutes, are you actually saying you were kept waiting? My definition of kept waiting is far from yours.
Your complaint is nonsense, but others will encourage you so keep the kettle boiling.0 -

None, but by paying for a budget hotel you can guarantee that there wont be many staff around at 2 in the morning, meaning you will have to wait for a few mins, and that a lack of staff and a low price point will encourage a certain type of behaviour.
I certainly wouldn't go to a budget all you can eat restaurant and complain that the other customers were loud and obnoxious, and that drinks took a while to arrive, its to be expected (although the sex on the lawn is a bit far, but not much the staff could do about it...)0 -
Did you charged extra for the sex show?0

Complete rubbish.
By law the staff are allowed to take a break. Also health & safety laws require staff don't put themselves at risk. These are not security officers but normal staff. They will not be allowed to confront and then attempt to control drunk people. The only action they could take with no risk to themselves at all would be calling the police. If the police don't attend then that's not the staffs fault.0 -

Well they could have called the police for a start.
Having sex where people will see you can actually land you on the sex offenders register (and thats if its in view of other adults - obviously greater protection is to be given to children). You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
That's fairly standard at a Travel Lodge.
If I were to compare TL to a pub it would have to be a Weatherspoons.0 -

So could the person who witnessed the act.... the OP, the staff were just told about it.0 -

And yet, theres no requirement on the OP to carry out services with a duty of care and reasonable skill.
Hospitality industry ring a bell? You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
We once stayed at the TL nearest to Stansted it was a new one but it was the pits. I like Premier Inn at least if you get a noisy night they don't expect you to pay.0
