BT - £140 for Line Installation

We have just moved into a new flat and went to transfer our broadband. We still have 4 months left in the contract. BT have said that there is no line in the flat and that it will cost £140 to install it. I have tried to tell them that I can see the BT Box at the bottom of the stairs just coming into the flat so I know…

Reconnection or new line provision, BT charge exactly the same, if you are naive enough to pay the rack rate. Other providers will charge between £50 and zero, dependng on the value of the package you contract to.
That it simply has to be 'turned on at the exchange' is an urban myth,: if disconected then a reconnection has to be physically done either at the exchange or street cab.
