why isn't it illegal to leaflet car windscreens?

Add this to the list:
it gives car thieves a heads up on cars that are not driven for long periods of time such as when the owner is on holiday for a fornight or something.
You can prevent theives & squatters from looking through your letterbox to find lots of unchecked mail to deduce whether someone is present at the house.
But you cannot stop car theives from seeing lots of fluyers hanging from under the wiper.
This gives a heads up to theives that the car might be a good target to nick and drive off in as nobody will report it to the police.0 -

You mention 'this country'. I can only assume you are not in any part of the UK.
I am not going to continue to feed you, but perhaps you should write to the OED so that they can correct their publication. I am sure they will be grateful for your wisdom.
Not at all. I am no legal expert, but the Bar council, Chancery bar and law society certainly speak on behalf of large proportions of the legal profession and they provide a clear insight into the materials they use. I don't know if they spout drivel or not, I guess that's your opinion and though I don't agree with it, I'll respect it0
