Well, yes. Depends, as always, on the context. A bit of noise every now and then? Fine. Kids screaming and banging around from early morning every single day with no/little attempt by the parent(s) to keep it down? Not fine.

Making no judgement on the OPs situation as obviously I have no idea but I wanted to say don't underestimate the annoyance and disruption regular, unchecked noise can have on a neighbour.

So you're telling people how to raise their kids?

Noise, like many things else is subjective. If you want no noise, have no neighbours.

Kids don't generally scream or bang around. It's usually the build quality rather than the neighbour which is to blame. Ie thin walks.

Many years i would come home from work open my front door too the smell of gas, it would go after 20 minutes or so.
I phoned the gas board up a man came and checked and said all was ok.
I was still not happy, next day same thing happen again phoned up a man came, quicker than the man before and he did smell gas.
But it went, he was not happy off to his van as he came back i went to turn on a light he stopped me.
He checked the walls and the gas was all over the place but he still could not find a leak.
Nextdoor he went no one in but could smell gas though the letterbox the neighbour then came home the gas leak was in his house
The next day i came home there were gas vans all over the place and all the floors in his house downstairs were ripped up.
What was happening was the gas nextdoor was building up in the day, until came home open my door to let the gas out.

Yes, if you smell gas, act NOW. As for the noise of your child, don't worry, the hours when noise is considered bad is 11pm-7am so you are fine. It is likely they stay up late and get up late, but if they don't like it they can move. No one is going to say a child playing at 7.15am is excessive (unless you've given them a massive sound system to play with )

You posted " thing is the smell of gas into our garden from their flu pipe". People gave you good and sound information which pointed out your house could be blown sky high. In response you've thrown you toys out of the pram. Stop trolling.

But not ill or crying every day surely ?
Noise once in a while and not a break once in a while.

But banging in the wall is not acceptable way of dealing with it for sure.

Really? That's a bit nasty as well as a big leap and I can't imagine you would like a comment like that directed at you. The OP has overreacted but I don't think we need to let the thread deteriate but try to keep it on topic.
