    The OP cannot owe Council Tax.

    The Council served paperwork to the flat, not the hostel

    Then if you reply, you are confirming your attendance there.

    If you dont reply you get a CCJ.

    Very clever council. Your best bet is to not reply though, then ask for a set aside. Mean time get proof of the hostel residency.

    If Linda lives there, get her back.

    If she doesn't, let the place be repossessed and re-allocatd to someone who needs it.

    Just a tip without giving much away, they will have surveillance video of the property over usually 14 days and nights.
    I do Contracts, all day every day.

    Best bet is to get proof of residence at the hostel and defend. Checking on post and agreeing to attend at the property when people come to carry out repairs is not residing there.
