Yep it's a hard call but I favour the 'appeal 3 weeks in and try to distract them from issuing any Notice to Keeper' approach. And it won't hurt to point out the wrong VRN even at this stage, it will be part of your POPLA appeal too (but not the main point).
Be careful not to add anything suggesting who was driving so no flowery introductions about what happened. Just use the template.
