    UKPC are a self ticketing set up 99% of the time.

    Most of the UKPC car parks I have seen have had attendants wearing UKPC uniforms.

    In their own pay and display yes, most others are self ticket by ticket book or the wonderful APP where the user can change the time on the phone.

    I did that the next day, the manager refused to affiliate his store with the car park and said they have nothing to do with their operations. I was very angry, but as I've said he wasn't prepared to do anything about it. Maybe I should email halfords head office.

    Halfords Head office or their Facebook team have been helpful in the past, for genuine customers complaining about such scams.

    Yes they might, wait and see. Who cares really because the keeper can appeal when/if the NTK arrives.

    If they don't then it is a bonus. Work on the assumption that they will and get your appeal(s) ready.

    Do you think I should submit it as its around day 20 since the incident or do you think I should wait until I receive a NTK?

    You could post the appeal now - on balance I think I would do that and add that you tried to appeal online but they've got the VRN wrong so obviously cannot proceed with the PCN anyway. Don't worry about pointing this out - I would with UKPC!

    If they then reject that, you'll win at POPLA anyway if you get the wording right as per umpteen examples easily found here with a search.

    On balance I prefer the 'appeal around day 22' idea as UKPC are likely to forget to issue a NTK - if so, your job at POPLA stage is easy.

    DO NOT post 'recorded delivery', just normal 1st class post with a free receipt 'certificate of posting' (free from the PO Counter).
