You can have the assessment and have a group decided before the 13 week assessment phase is over, but it will only come into effect after the 13th week, it won't shorten the assessment phase if a decision's made earlier.0

It's interpretation of words really. The assessment may be completed before the 13 weeks is up, in fact it needs to be in order for somebody to be place in the WRAG or SG on day 92. The claim will be update with the decision as soon as the decision is known but the change won't come into effect until day 92.0 -
Automatic Support Group without an assessment would apply if claimant is terminally ill or receiving/recovering from cancer therapies, this would then apply SG rate from the start of the claim not from the 14th week.
Everyone else has to complete an ESA50 and have an assessment. An assessment can either be clerical or face to face.
HAAS looks at the ESA50 and Doctor's report (if applicable) and decides whether a face to face assessment is going to be necessary. If it is not necessary HAAS will write a report recomending either WRAG or SG and this, if approved by DWP, will apply from the 14th week.
No-one can be failed without a face to face assessment.0
