a letter is all well and good if you have the time and money to burn. i have neither so im going for a more direct approach.
So, apart from the car breaking down, what's changed since yesterday, when you were going to write a letter?

I have explained the situation and Optical Express don't care so I'm going to the papers.

What exactly have Optical Express said to you in response to your requests for return of your money?

What are you expecting to get out of telling your story to the papers?
Are they going to pay you for your story? Is it enough to get your car repaired until you get your refund?
Do you think this will make Optical Express expedite your refund?
Might it not hack them off enough to delay your refund even further?
Are you 100% certain you are in the right?

Optical Express are a joke. Went for laser eye surgery and was told on the day my eyes where not suitable and I would get my refund within 28 working days.

I'm now in to 32 working days and no refund. We are a young family who's car has died and really need that refund so we can get to work and do school runs etc etc. I have explained the situation and Optical Express don't care so I'm going to the papers. I've at my wits end I've waited their 28 days I need my money. Take it out of whatever interest scheme you have it in and return it.
How about concentrate your efforts in sending an LBA rather than waste time with "the papers" who really aren't going to be interested. It's not exactly headline news is it.

If your car has died then how have you been getting to work and making the school run in the meantime?

Also, your money had been paid on the premise that you would have the procedure. That money was thus "spent" and surely you had some sort of contingency fund to handle life problems such as a broken car etc? What happened to that?

Finally, assuming you are quite skint (enough to need this money urgently) then why did you spend a sizable sum of money on laser eye treatment at this time in your life?

Nobody will doubt that you have a legitimate complaint! But you will fare much better if you just refrain from adding on baggage.

28 working days are ridiculous. The fact they haven't even managed that is appalling.

write a letter to them. But before that see if you can find an email address for the MD. There have been a number of people having problems with a range of companies who have had complaints resolved through this route.

There are a number of moronic posts on here too, don't pay too much attention of them. You've every right to include the refund in to your budget now you know it's coming. And it was obviously unforeseen.
Some posters just like to disagree with everything they read.
