Yes. Look for a provider that offers 020, 03 or 080 dial-through numbers.
Calling 084 or 087 numbers could be very expensive.

If you have a three sim, you can dial landlines in the USA for 2p per minute using call through codes:

The format is similar to http://text2topup.com/uk/call_throughs_three/ - call Swiss landlines at 351-0500 @ 5p/min or Swiss mobiles at 351-1100 @ 10p/min. Similar format but different pricing.

Try the 2p per minute call through first. If this doesn't work, the 5p per minute usually does, but if it doesn't try the 10p per minute.
