If they can offer the option to phone someone for them to pay over the phone, can't they just take payment from your forgotten card if you know the number, expiry & three-digit security number by heart?
On the two occasions I've been stuck, however (hairdresser & railway station), they have said they cannot do that.
The station expected someone to go to their nearest station & buy a ticket which could then be issued to me.
The hairdresser wouldn't let me pay in any of the ways I suggested, so I changed hairdresser! I had been going there for years & I had realised shortly before the haircut appointment & phoned to ask what to do. They wouldn't help even though they knew me.
As for petrol money, I keep some emergency cash in the ashtray because I don't smoke. The new signs popping up at petrol stations are a good prompt to check you have means to pay or to stick to the amount of emergency cash you have with you.0 -

I have one of those little silver bullet-type things, made by Rolson, cost me a couple of quid in Homebase. I have one on each vehicle's keyring with a £20 note folded inside. Should be good for at least 100 miles or so.If someone is nice to you but rude to the waiter, they are not a nice person.0

The petrol station can put whatever conditions they like on an offer to accept later payment for fuel, if you don't like it try somewhere else. I don't understand why you think any authority would be required. It's doubtful whether a fingerprint would be of much use, but if that's what they want to ask for it's up to them.
Cash in the car is of course the best option.0 -
As a couple of others have said, by far the simplest way out of the predicament ( for someone who's genuinely forgotten their wallet and is not just trying it on ) is to phone a friend or relative and get them to pay over the phone. Just like buying anything else over the phone, they give their card details to the cashier and their account is debited. End of drama. I had exactly this a couple of years back - my wife phoned me to say she'd just filled the car up and had forgotten her purse, and it was the cashier who suggested she phone me to get the card details.0
