can you not just invoice him for your fees and second chance it to the next highest bidder without reporting an unpaid item?
i clicked on a BIN item in june with the intention of paying the next day, however went to halifax that day and found the same item £10.00 cheaper, so i bought it and sent the seller a message through ebay explaining and asking her if she would be willng to send me a paypal invoice for any costs incurred by herself. she agreed and sent me an invoice for £3.64, i paid happily as i still saved £6.36 in the end.
this just saves any agro for both yourself and the non-buyer.

So how does this actually work then - you pay payperdrop £5.99, they collect your bulky item and deliver to another UK address - how long does it take and then do you put the invoice your buyer?
