Will all providers comply with Ofcom's new rules from 1 July 2015?

Lebara Mobile have now updated their site. 25p/min access charge for 084/087 and free for 0800/0808.0

A number of landline and mobile providers appear to have failed to comply with the new rules.
Access Charges do NOT appear to have been declared on these websites:

They still list old style prices, including charges for calls to 080 numbers.
This afternoon I made a call to an 0808 number via Lebara mobile and was charged 19ppm, this being the charge they have on their website and despite them sending me a text on 29th June saying that from 01st July 080 numbers would be free!

Sainsbury's Mobile still has ...
0500, 08080 - 8p per minute
0843, 0844, 0845, 080, 084 - 15p per minute Access Charge
0871, 0873 - 20p per minute
118 - all numbers £4 per minute.
So, 08080 still charged, an Access Charge for 080, variable rates for 084, 087 and 09 numbers, no price for 0872 and bundled pricing for 118. This does not comply with the new rules.
Numbers starting 080 should now be free.
There should be a single Access Charge for all 084, 087, 09 and 118 numbers.
0500 can be free or chargeable.0 -

So people charged for making calls to 080 from mobiles can claim a refund, despite what it says in the tariff? I guess if they get a lot of claims, they'll change the tariff.0

Lebara have now refunded the incorrect charge made yesterday for calling an 0800 number. I wonder how many customers were affected.0

Almost two weeks after the change in the rules, most of the telecoms providers listed above have still not complied.
Additionally, a number of other smaller operators appear to have also done nothing towards compliance.
