 How to find who owns the land on which this particular car park is situated? I've googled it and visited their website but no luck. I gather I should write to the landowner first.0

            If it's a retail park, contact the retailers - they will be paying rent to someone.
 Ask you local council planning department, someone will be paying rates on the land.

 otherwise its googling to see if its happened before and somebody on a forum has the details where you write to, or asking the tenants etc
 in the meantime, wait for the NTK and then appeal it

            I think that the lady doth protest too much. The ticket appears to have been properly issued, only the amount demanded is in question, (and that should only be a few pennies), which can be sorted out at appeal.You never know how far you can go until you go too far.0

 I disagree, it was improperly issued and should never have happened. The operative has a duty to mitigate losses, knew the driver was just going to get change and issued a ticket instead of either waiting for her to return or tell her she can't do it. In fact the operative managed to cause a loss by issuing the ticket - if he hadn't, she'd have paid up and parked. Instead she drove off.
 The odds are the signage is inadequate - if the signs made it clear you couldn't leave the site before paying, then I doubt the driver would have done so.
 The amount is also unreasonable.
 The operator is also likely to have insufficient authority to issue claims.
