Hi again just taken another look at the NTK and it's got the IPC logo on it and the BPA logo alongside. Question who do I appeal to?

The parking company first. And when they reject your appeal, their rejection should advise who the next stage appeals is to.

They've already rejected my appeal saying I was out of time. Not true was within the time allowed(just) so IPC or BAP? Surely they can't be members of both trade bodies

Yes they can be trade members of both but can only be members of one Accredited Operator Scheme. It's the membership of the Accredited Operator Scheme that determines which CoP they are supposed to follow and which 2nd stage appeal body is offered.

Unfortunately for you this shower switched AOS membership to the IPC in Nov 2014 and so any parking charge received since then can only be appealed to the IAS once the initial appeal to the PPC is rejected.
As mentioned earlier opinion is divided but most consider the IAS is not worth the bother and you stand a better chance in court should get that far.

of course they can, but its the one they pay the appeals money too that they decide to use for ADR

SEVERAL are members of both trade bodies, just like I have 3 bank accounts, with 3 different banks , but only ONE pays all my bills

their rejection should tell you who to appeal to , which for UKCPS is the IAS as they joined the IPC last year for this ADR option

Hi again received a letter from the PCC yesterday rejecting my appeal saying it was "significantly" out of date.when I tracked the signed for letter it was delivered 1 day out of the 21 day limit. Something I have only just realised is that there is more than one person insured to drive the car my question is if this went to court would it be in my favour if I said I did'n't know who was driving the car on the day

only if its true, otherwise you would be perjuring yourself, which is a no no

nobody here would condone perjury, so dont even think about it , it carries more "penalties" than a mere private parking invoice ;)

Guess I'm gonna have to appeal to their trade body got to be worth a try any template letters I can use? Still don't understand how they've reached a geopl on free parking(£60) and then up it to £100 with ntk

there is no right of appeal to a trade body, only to complain about a member not adhering to their CoP

I doubt you will find any template letters either , especially not any appeal templates, seeing as all you can do is complain (not appeal)

stick to what can be done, not what cannot be done , or should not be done
