Not Apple but I bought a Galaxy S3 off eBay which turned out to be for the Chinese market only, all the Apps were in English but the reception was rubbish. Contacted Samsung to find out why I couldn't update using Kies, told me the serial number was for Chinese market and would need to be returned to Samsung, claimed Item not as described and got full refund.

I use both apple and android phones for work. You'll be massively disappointed if you downgrade to ios.

I bought my iPhone from smartfonestore, felt a bit less risky than taking a chance on eBay. Mine was unlocked, b grade and it did have a couple of small marks on the edge but otherwise in great condition. As well as the smartfonestore 60 day warranty I had about 8 months of the apple warranty left too.

Still a risk of the IMEI being blocked but from my research at the time the company seemed quite good at helping you out if this happens but it hasn't happened to me so can't say for sure.
