Are you any good with writing software?

If so, you could write an app for an android phone that works as a bridge between a webcam and the server, using an unlimited regular phone sim. As it's an app on the phone, you're not tethering anything: it's the app itself sending the data.

That said, the mobile network would likely still catch on that you're sending a constant stream of data at a fairly high data rate. Using motion detection would help dramatically reduce this, but I still doubt you're going to get even close to reducing it far enough even with a high compression ratio and motion detection.

Are you sure you'll even get sufficient 3G/4G data in this remote location? Just how remote is it? How far away is the nearest residential/commercial building?
