Needless to say "both barrels". Having taken on both Bolton Council on a technical point of law which involved appealing to the SOS and winning and also a large Electrical retail and winning as well this holds no fear for me!! lol0 -

Always include signage. Have you checked every fine detail of the actual signs against the requirements set out in the BPA CoP, before meekly signing them off as 'probably compliant'? What about that whole swathe of minuscule font verbiage at the bottom of each sign, unreadable if up a 8 foot pole without the aid of a stepladder? Are you content that that unreadable chunk can form a contract with you?
ANPR is PE's principal method of 'car par management'. It is wholly (and solely) what they rely on - and you don't wish to challenge it?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

keep the signage IN , keep the ANPR in , keep them all in bar POFA 2012
the point is that you allege they dont meet the BPA CoP , making them prove they do (which they rarely do)
you are no expert on anpr or signage, so its not about your opinion, its making PE prove their case to popla , on ALL points
so not a gpeol , no contract with the landowner , poor signage and anpr should be in , making them prove each and every point
as for your "rant" , we agree totally with you, so the question is what have YOU done about it ?
for example
1) I complained to my MP last year about this, especially hospitals as he is the shadow Health minister
2) I have complained on the government survey mentioned above (expiry 25th may 2015)

Re the ANPR. I was only pointing out the fact that the "invoice" does have on it the times of arrival and departure and because I hadn't visited these forums first the driver has admitted not paying - see post #1 for the storyGiven that what would the challenge be and what would your advice be?

cant believe (well yes I do) that this practice is so widespread (just look at the number of views on the home page of the forum) and some MP hasn't taken this up - nailed on vote winner really!0 -
the landowner (the trust) follow the guidelines laid down by Jeremy Hunt last year so these types of problems should not exist
the landowner and car park operator should allow for retrospective payment by various methods in order to satisfy any contract between staff and themselves (like say paying up to 1 or 2 days later)
anpr doesnt manage car parking , the loss to the landowner is negligible and not £100
therefore all the points should be in the popla appeal
plus a complaint to the trust about not following department of health guidelines on parking issues, laid down in august 2014 by the Health Secretary0
