Switched everything off, went to meter, little red light constantly on, turned mains breaker with the meter off, back upstairs, no power at all so that's the right meter, one of the other meters flashed a little and moved, the other did nothing but think the flat is empty

Serial numbers match? Just because that is the correct meter supplying your flat, doesn't mean that that is the meter they are billing you for.No free lunch, and no free laptop0

What I would like to check is if the red light is flashing fairly fast on your meter when the kettles on. It sounds like its your meter. I would like to rule out a bypass in place under the lower cover.0

Ok, if you re 100% sure its your meter there is a bypass link under the lower cover. Usually there should be a metal seal protecting this cover. If its missing, that is further evidence altho many meters have missing seals.
Just inform the supplier of your concern. It can be dangerous as the link may be very thin copper and result in overheating of the cables. It can be dangerous to touch the screw holding the cover down as that could be live0 -
They're booked to come out on 23rd to check it, im hoping it's just defective as the woman that lived here seemed quite 'straight laced' though up to 5 years of not paying the correct leccy would explain how she can afford the house she's moved to...Mortgage started 02/2015 opening balance -£183,349

I have worked away from home for quite some time in the past so have had various flats, cottages, etc. Fairly recently had an issue such as you mention, when the bill was presented I gave it, and a letter covering to the owner, explaining the problem and he paid the estimated bill and I just carried on with further billing.
