Electric meter not moving

I moved into my flat 18/02/15, I took a video of the meter reading (dark cupboard so video was easiest). Took another video yesterday. Just went to compare the 2 readings and they are EXACTLY the same. Even the red end number hasn't moved! I know I'll have to call and report this but how will they bill me? I'm a low user and don't want them to just give me some kind of average user bill. Im totally confused, I've lived in many different properties but to is certainly a first for me

Edit: You might want to let your solicitor know too, so that he can alert the vendor (probably via their solicitor) that an additional bill will be on the way to them by the supplier for estimated usage, as it's unlikely the meter stopped on completion day.0 -

That's what I was afraid of, got to call tomorrow and book appointment for them to come out and have a look. Hopefully if I show them previous bills they can estimate from that, long shot I know but I'm generally only in and using electric for about 4-6 hours at most. No cooking, no hot water, no washing machine, no fridge, only candles to see by... etc

The fridge and modem being on i took for granted as yes obviously they are on, I work evenings so lights are only on for a few mins when I get in, so lights only a few hours twice a wk on days off, I don't drink hot drinks so no kettle, I rarely use my oven, just gas hob, hot water is gas, boiler is only on when needed, washing machine goes on about 3 times a fortnight for 2x 20 min quick wash and one longer wash for sheets/towels. I have just remembered that I'm using a bit more in this flat as it's an electric shower, so 10 min shower 5 x wkMortgage started 02/2015 opening balance -£183,349

How can you be sure you are looking at the correct meter?
Is any other of the 4 flats vacant?
