It's got to be much better than a cheap looking 5c that only has 8gb internal memory which is pretty useless. Phones need at least 16 GB nowadays if not expandable.

Locked iPhone - an iPhone that can only be used on one network provider, the network it was purchased from on a contract. (If you purchased an iPhone from O2 on a 24 month contract, the iPhone will be locked to O2 only).
Unlocked iPhone - an iPhone that was purchased directly from Apple (online or in a branch) or a previously locked iPhone that has been officially unlocked by Apple (usually for a charge, anything between £10-£30 depending on your network).
...since there's that thing with iPhones locking themselves to first network it's used on, unless purchased at an Apple Store.0 -

According to what the sites i've browsed say, the phones are unlocked.
But no doubt there is a possibility that the first sim you put in it will lock to it. Probably to make apple more money from unlocking.0
