I think I've finally got it. The tree is self seeded and has managed to grow in the tiny space between the wall and the barrier, the wall is more vulnerable than the concrete barrier so it has damaged the wall rather than the barrier?
I think it will be almost impossible to work out who is responsible for it, unless wiser posters have any better ideas, I'd suggest that it would be best as well as easiest to come split the cost of removing the tree 50/50.0 -

Thanks. If we go ahead with this with the assumption of concrete barrier belongs to car parking owners, the next issue is how to get a 50% of share from car parking owners. Would it be possible to get agreement with everyone.0 -
