    So what is this 1 metre, 1 metre high and 30 metre long 'divider' the OP mentions?

    1)Neighbor garden compound wall
    2)Big slap/divider running next to compound wall foo 30 meters(1m height, 1 meter width). No one can uses that space and no idea why it is there. It is not mentioned in the any of the site layout. The tree is not a planted one, it's a wild plant grown nearly 5 meters tall with spikes.
    3)Car park boundary ends just before the divider.
    4) Now the tress looks started from the divider which is concrete.

    For the OP.., a hanging tree normally refers to a tree that in the 15-16th century ish was used to hang people from (sometimes 'traitors' sometimes those accused of being witches). Very rare nowadays. They tended to be subject to removal by avenging relatives!

    What is a 'divider'? A wall? An area of land? Which side of the wall?
    No one can uses that space and no idea why it is there. It is not mentioned in the any of the site layout.
    Which side of the boundary? Who owns it?

    Check where it is growing from? Which side of the boundary?

    The boundary of the car park is irrelevant. It is the boundary of the freehold Title that matters. Where is the boundary between the land owned by each freehold owner.
    4) Now the tress looks started from the divider which is concrete.
    They are all freehold properties with allocated parking.
    Is this Scotland? If these flats are genuinely all freehold, then you have a major problem! Are you sure they are not leasehold, with the freehold owned jointly?

    (not that it makes much difference with respect to the ownership of the tree)

    If the tree is 'wild', why not just cut it down?

    Another option would be to use the hanging tree to hang the neighbour.

    Mind you, it does sound like the OP is talking about some mutant tree from millenia ago.., tree with spikes? Or are we talking tiny thorns?

    So sorry, my imagination seems to have clicked in after reading the title. I'm now picturing a tree with dead bodies hanging from it, against a generally grey and depressing skyline..,or a giant man eating spiked tree grabbing anyone who dares walk near.

    Sorry OP not helpful at all I know.

    Maybe the neighbours should go out and buy a chainsaw.

    compound:
    noun: compound; plural noun: compounds
    an open area enclosed by a fence, for example around a factory or large house or within a prison.

    Which side of the boundary? Who owns it?

    It looks op side(joined car parking owners) but not sure nothing mentioned in the layout.

    I will break my questions into few simpler ones if it is easy to resolve.

    Assumption, tree is from car parking owners side and neighbor wants to cut the tree will cost some money.

    Neighbor wants to sort out the issue between car park owners and him.

    Does he need to contact car parking owners first before cut the tree and agree the cost between them. What will happen if some of the owners not agree and not contactable.
