9.54 Currently the amount of purpose built student accommodation in the planning pipeline exceeds the demand from both the projected growth in student numbers and latent demand from students living in the general rented sector, meaning that there is a future oversupply of bedspaces. This means that purpose built student accommodation will be able to meet any increase in overall demand for student accommodation in Manchester, whilst broadening housing choice in a way which reflects evidence of current demand.
The whole of Core Policy H11 is about restricting the conversion of C3 to C4 whilst allowing demand to be met by purpose built student accommodation.
This may or may not be in active collusion with the university and the developers, it matters not, the impact is the same.0 -

Oh I see you're talking about private halls style housing. Yeah that's a complete rip off compared to shared housing... Forgive me if I'm wrong but you do not & will not have an HMO as your house isn't big enough. What you have is a semi that can be occupied by three students. HMO means every bedroom must have loo & kitchen.
Chester has also closed HMO's but no problem letting a house to three students provided meets safety measures.0 -

Incorrect.
Three students sharing is an HMO, C4 use. It may not be licenseable, but it is still an HMO and would require planning permission for change of use where an Article 4 declaration is place.0 -
Hello thanks for the replies,
I have just been on the planning permission site and tried to do an application but it is proving quite difficult. You need to add details of what materials you are going to use which i know nothing of and also you need to add a site plan and a location plan which you have to buy. It does not let me submit the application without these documents.
Does anyone know how to go about this? Any help would be greatly appreciated.0 -

Materials just put "Not applicable".
You need to buy an approved location plan from one of the sites listed on planning portal. No way round that AFAIK, but it is not expensive.
You will need to submit a floor plan which you can draw yourself so long as it is to scale and has sufficient details to determine the room sizes escape routes, etc.0 -
Hey thanks for all the assistance. I have looked into the site plan/location plan you are right it is not expensive and I do not mind having to pay the £20-30 for the cost but I'm not sure if this plan is correct? I want to make sure it is before I pay that kind of money.

And as for the floor plan, do I have to do this as how the house is already or how we would like the house to be? (i.e just copying a floor plan of one of the houses on my road)

You just need one plan showing how it is now, unless you are actually planning to make any internal layout changes.0
