Congestion charge help.!

Hi all, need some advice.
I sold my car on the 16th of march and the new owner has driven it into a congestion zone in London on the 19th and got a fine which has been sent to me as the car must still be in my name.
I've called the congestion people up but without being able to prove I sold the car it looks like I'm liable to pay it.
I've tried contacting the owner but he just doesn't answer his phone. What can I do about this? All I have as proof are the eBay advert, emails and bank paid in slip for the amount I sold it for...

The DVLA will know, as you sent them the slip from the V5C when you sold it....

No I didn't, I totally forgot. The buyer arrived late and I had to pick my son up from school, the whole thing was a total rush...

Trying to contact the seller, his phone just rings out. Also txt him saying why I need to speak to him.
I had his mates number aswell, I spoke to him he said he would pass the info on.. getting the feeling I'm dealing with a dodgy pair here.0 -
I would just tell the people who issued the fine that you sold the vehicle on X date and the DVLA are still processing the change of keeper details and they need to take the matter up with the new registered keeper once the records are updated.All your base are belong to us.0

I did call them, they said I need a letter from the DVLA stating the car has a new owner...0

You will get this shortly as a matter of course.
But don't send them the original!
Unless, as is so often the case, DVLA have lost the V5. Then you're into arguments about it.
Moral of the story here - send EVERYTHING to DVLA Recorded Delivery.
When you take into account the reliability of DVLA+Royal Mail it's not surprising so many of these problems occur.0 -
Ok panic potentially over....
Finally got through to DVLA, the car is still in my name but, the new owner has taxed the car via direct debit, so they have all his details. They are going to send me out a letter stating I'm not the owner, which then I'll send to London congestion leeches.
Hopefully this will sort it.
