Is this police camera van illegaly parked?

no they have (man in a van) been given permission to look at the traffic flow and if they deem someone to be exceeding the limit , record on tape or other media in sealed un tamber able means,
this is then handed to a office that is manned by both the police and civilians who check the data and if a police officer deems that the video footage shows an excess speed a notice will be sent to the owner0 -
Don't know why you are all arguing, everybody knows that if you are eventually cornered after the 135mph chase though city streets, just as the policeman starts licking his pencil to write it all up, you point out that one of his sidelight bulbs has gone, he has to let you go with an apology.
Surely pointing out that the van is parked in a no stopping area is the same?
