    What exactly is the point of a CoA if they do not have the cojones to uphold it???
    You misunderstand the whole point of the Code of Practice. It's nothing to do with setting down a set of rules which the members must comply with, providing the Approved Operator a level of sanction. It's everything to do with providing the illusion of a regulated, controlled industry complete with the ability to sanction with the sole purpose of getting access to the DVLA database. As long as the members pay their dues to the BPA Ltd, and the BPA Ltd in return maintain access to the flow of victims' details via the DVLA, then they are happy. Just to add that the DVLA re part of this corruption. They full well know that the BPA do nothing to sanction their members, and that those members are corrupt, in some cases criminal, and operate with no ethics at all. But the DVLA is part of that gravy train, receiving a nice income from the PPCs. The whole trimverate of PPCs, BPA (or IPC) and DVLA stinks to high heaven. It also shows how politicians, who could stop the whole thing, care nothing for the "ordinary man", but are also in the pockets of the private industry that runs the whole thing.

    As they deliberately tried to mislead you into paying then by failing to mention the COA hearing, you might like to consider complaining to your local authrority Trading Standards Department, in writing. Do not contact C.A.B.

    Well, after to-ing and fro-ing with Steve Clark I eventually received a POPLA number from PE.
    it's clear just how much in the pocket of PE that the BPA is...Clark refused to acknowledge PE's breach of their own code (by not contacting me within 14 days of my appeal) by stating stating that we would not agree on that point. What exactly is the point of a CoA if they do not have the cojones to uphold it???
    Their attitude towards the CoP & breaches is best summed up by Captain Barbossa in Pirates of the Caribbean:-

    "the code is more what you'd call "guidelines" than actual rules."

    I assume the driver was "outed" from looking at that appeal as it mentions what the driver did (using the word I) too much and no mention of POFA

    as such, it seems "good to go"
