OP, are you losing the plot? Swansea acted as they should have done and consulted you as the RK if the recent requested keeper change was accurate. It was not, you have informed them, so you still have a valid V5C and the requester will be refused a replacement one.
IF it is your property and in your name, what is stopping you going and collecting it? The notion that the Police would rush round with their blues and twos on to sort out your families girning is laughable. Either go and get it or don't, the forum here aren't going to do it for you.

We don't have a valid V5C as the DVLA have informed us that we are no longer the registered keeper. There was no consultation. Sounds to me as if the DVLA have already issued a new V5C.0 -
Report it as stolen, the DVLA will tell you to contact the police and won't help you get it back.
When someone buys a vehicle reported stolen and applies for a V5 all the DVLA do is write to the local force.0 -

the dvla never sent out forms in a lot of the cases with the clampers , lots of cars were never seen again , until they appeared on ebay0

Is this some college project or something you are doing as when someone answers you questions you appear to have an excuse lined up ?I do Contracts, all day every day.0 -
maybe they don,t actually want the car , just want to take a logbook loan out on it as soon as the v5 arrives
even if the police etc are involved , and you get the V5 back , the loan Co will come for the car0 -
