To steal it you would have to act dishonestly and take another's property.
The problem is damaging their lock, which you would be doing wilfully so it's criminal damage.
Have you answered the question about payment for storage?
take a new one round and the same time, leaving the new lock in place of the car0 -

The 'acknowledgment' from the DVLA said we are no longer the registered keeper, so I presume they are trying to change the name and address. We don't know for sure as the DVLA won't tell us as it would breach 'data protection'!0 -
OK , they have not forged anything then , they have simply claimed to be the new owners,
effectively stealing your property , without a receipt of purchase0 -
Sounds like they have sent off a V62 to apply for the V5 for the car..
DVLA will have written out to the current reg'd keeper (the OP) to say someone is trying to register your car and if we dont hear from you within xx (is it 14 or 28 days) days we will go ahead and issue a new V5 into the new keeper (the family member)
Sounds like the OP never got that letter or has binned it by mistake not realising what it was.
The aknowledgement letter they sent out was to say "thanks for letting us know you are no longer the keeper of the car.." and they have issued a new V5 into the family members details.
The signature is irrelevant. Anyone can sign it. They never check to make sure it matches your bank card or driving licence.
Does the OP's insurance company know it isnt kept where the car ios registered....?0 -

Wouldn't they need the present registered keeper to sign a copy of the V5C to change the registered keeper? Or can it be done without the present registered keeper signing? If it can't, they must have forged the signature.0
