My advice to the op ignore it. The case I've referenced is actually an exceptional one that was cherry picked.0 -
In Scotland a PPC can only pursue the driver ... they cannot pursue a registered keeper. And no - they won't EVER be sending round the "heavies" - they can't. (They'd need to take you to court, win, you not pay the judgment, they apply for a high court enforcement [or Scottish equivalent] and THEN the bailiffs could come round. You really think they'd try that against a registered keeper in Scotland, where they'd have no chance of winning a defended claim?)
In the letter I got it does say they are not sure who was driving but as the registered keeper then if I need to to pass the letter onto the driver etc. There are pictures of the full car going in and out...is that normal to have on a letter?0 -

Hi, I said I'd come back to you once I had checked thoroughly, and no there is nothing about POFA.
There are pictures of the car and the registration plates etc. They say "as we do not know the drivers name or current postal address, if you were not the driver at the time, you should tell us the name and current postal address of the driver and pass this notice to them".0 -

Yes, it's not unusual to have pictures of the car going in and out. However, the advice remains exactly the same: DO NOT CONTACT THEM AT ALL IN ANY WAY WHATSOEVER... And by not contacting them at all then you are under no danger of telling them who the driver was.
Further, and for completeness, you are under no obligation to pass the letter on to the driver. So don't
. Just continue with the ignoring.
