TalkTalk problems with billing, please help!

I've just sent the following message to talktalk, please read and advise:
Hello Talk Talk.
On 23rd Feb I took out a new contract with talk talk, and paid 12 month value line rental.
I was advised I had the right to cancel during the 10 day cooling off period with no charges and refund of the value line rental. This is consistent with your code of practice detailed here: http://www.talktalk.co.uk/legal/tiscali-product/code-of-practice/
On 27th Feb, I telephoned to cancel my talktalk package, within the cooling off period.
I called again on 28th Feb, and 2nd March, and was advised I would receive a full refund, and wouldnt suffer any costs.
On 12th March, I submitted a refund request for the credit value shown on my talktalk account (I have a screen shot but cant attach it to this message). The value was a credit of £217.86
I have logged into my talktalk account today, to see the status of my refund request. To my suprise, I see a New Package cost of £403.01, which is 12 months line rental £180.36 + contract breakage fee £226.10.
My previous credit £217.86 + new charges of £403.01 leave me an account with a bill to pay of £185.15
Instead of a £217.86 credit, I am facing a bill of £185.15
I have called talktalk today 18th March, and eventually spoken to Scott, who has explained that I must pay this bill of £185.15, and then next month I will receive the credit of the £403.01. He then suggested cancelling my direct debit to avoid paying the £185.15 bill. I have followed his advice and cancelled the direct debit.
He was unable to give anything in writing to say I would receive this credit.
Please remove the charge of £403.01 from my account, and issue my refund of £217.86 posted to me by cheque as requested on 12th March.

When the DD fails they will add another £10 to your outstanding bill. Like all utilities they work on a billing cycle, in this case monthly.
It is unfortunate that the start-up charges fell into one billing cycle and the cancellation refunds fell into the next one.
As you have cancelled the DD, just wait and see what the next bill shows. You should see it in credit, which you can then claim, but don't be surprised by the extra fee for cancelled DD. Up to you the extent of which you want to fight them over it, if what you want is clean break and never to deal with them again!0
