    Reporting to the council doesn't always work. A neighbour across the road from me has 2 dogs which bark constantly even during the night. They are often in the back garden so can see and hear everything which makes them bark more.


    They drive me mad but I have never complained because, as a dog owner and lover I could not have on my conscience if the dogs were taken away. However I know at least 3 other neighbours complained and 1 kept a diary of the barking (times, how long it lasted etc) and recorded it.


    Someone from the council came out and said the noise was unacceptable and also their garden was covered in dog poo but that was about 4 years ago and nothing has happened to stop the noise.


    When the woman gave up work to have a baby I thought her being home would mean they barked less partly because they had company (if allowed in the house) and partly because I stupidly thought she might actually start to walk them. No, nothing has changed. I have never seen the dogs walked and sometimes they can bark solidly for 15 minutes or more and I know for certain she is there and yet she says and does nothing!

    I think owners of dogs do not hear the barking in the same way others do. I can tune out the playful screaming and shouting of my children but have to remember that it might grate on others!

    My neighbour had a dog that barked all day when they were out of the house. It was walked at least twice a day and seemed to be well looked after, but with no-one at home it barked all the time. I'm not sure if the owners even knew, because it was so quiet when they were home! Our new neighbours have a dog that we never even hear, but they spent many hours training it and it seems to have excellent behaviour as a result.

    OP, could you suggest to your neighbours that they keep their dogs indoors in a safe place if they are out? It might help muffle the sound that you hear. Some dog owners leave the radio on etc to help comfort their dogs when they are away - a silent room with nothing to do would annoy any person, same for dogs.

    Sadly some people do get dogs without thinking through the level of commitment required for their care - most dogs need attention and company as much as a small child does!
