I wouldn't, unless it showed footage of an accident - either my own or somebody else's. I highly doubt that the police would do anything on the basis of a civilians footage unless it involved an accident.0

If i reported every bit of !!! hattery i caught on my dash cam i'd spend most evenings filing police reports rather than getting on with my life.
The reality is people make mistakes and unless they do something monumentally dangerous i wouldn't bother to waste mine or the polices time.
I didn't buy it for any purpose other than protecting me from crash for cash scammers and the like.0 -

Not sure where you got this from but there are plenty of successful prosecutions from webcams including those supplied by cyclists

I agree and indeed there have been many prosecutions but ACPO advocates a warning letter (presumably due to the sheer volume of footage being received).
If it's bad enough and the evidence is strong then deviation from the guidence will no doubts be justified.0
