Thanks for all the suggestions, I like the idea of the dive sticks, I will look at getting something that can also be used for swimming when he has grown out of it for the bath.
I will also see if I can find some boats for older kids and plastic men like action men.0 -

Leaving a child alone in the bath is more to do with the individual personality than their age IMO but generally I think 7 is definitely old enough for most children to be alone in the bath!
Bath toys - bath crayons definitely, if your worried about his eczema try places like etsy for homemade organic type bath crayons - or DIY them, my boys love helping me make bath crayons, even more so than actually using them lol!
Toy boats, submarines... with lego or playmobil people...

I thought bath crayons were a great idea - until my daughter used them to draw on the grout between the tiles. It's faded, but hasn't totally gone, despite using every cleaning product I have and much scrubbing with a toothbrush.0

Empty bottles (shampoo, washing up liquid, etc) can provide hours of fun
Of course it's fine for a 7 year old to bath alone (with the adult checking the water temperature and popping in or calling to them every now and again if they can't hear them).0 -
We've also had problems with bath crayons staining grout, I'd avoid unless you like orange and yellow bits between your tiles!0
