As for the timing and the "effective immediately", maybe the government is positioning itself to take some action should the unthinkable happen and PE wins at the CoA.

One thing is for sure though, the civil servants at Pickles' department will not be in the pockets of the BPA. And perhaps the BPA will now be wondering about the wisdom of their latest piece of Monday Malice, which contained gems such as these:
We have Eric Pickles to thank for this of course. The Communities Minister recently went on the radio to tell all about his cunning plan and how it came about. Apparently he became ‘obsessed’ with changing Britain's parking laws after a ‘dreadful’ experience with a traffic warden made him a very bitter person and twisted his mind. Was he even in a fit state to even make a decision in the first place?
Is this really what Mr. Pickles and his government wants and do they properly understand the issues?

I have heard of Mr Pickles, he appears to be a good egg and I am sure that he will be on the side of the motorist. From what I have read of this Morley chappie, (not much), he appears to be in the pocket of the PPCs.You never know how far you can go until you go too far.0

Parliament dissolves on 30th March 2015, so he will need to get a move on!
But if he's still there come 8th May hopefully he will make some difference. Of course by then the Beavis decision should be known.

Such as "If re-elected we will end this war on the motorist, but we will still allow parking charges to go up, RFL to increase, bridge tolls to rise, increase VAT and if you're really lucky we may freeze fuel duty. Once we done that, we may think about improving the roads"
Well I don't think he's going to say that, but you can't deny he's introduced some worthwhile curbs on the excesses of council parking enforcement, such as the near-ban on camera cars and the 10-minute grace period. Hopefully he will now propose some worthwhile curbs on the private sector.Je suis Charlie.0 -

I do not want some local authority jobsworth telling me how much I can charge for renting out my properties. Let the market decide on a town by town, area by area, street by street basis.You never know how far you can go until you go too far.0 -

Someone needs to put a stop to the practice of letting agents charging huge fees to tenants. Letting agents must make their money solely from the landlord, as his agent, and if rents have to increase slightly to compensate then fine, at least the market will then be transparent.Je suis Charlie.0
