    I presume that it means Mr Pickles is now in charge, which means the DVLA people whose bonuses depend on letting parking companies have access to data have been removed one step from the flow of control.

    This might or might not be a good thing

    I've not checked the linked PDF in the blog, but the quoted statement does not say "with immediate affect" (sic). It says "effective immediately".

    Are you seriously saying you don't understand what "effective immediately" means?

    It means, erm, the change is in place Now - straight away, no messing about, Eric is top dog now.

    This has also appeared on the DVLA website today:- https://www.gov.uk/government/news/new-dvla-framework-agreement-published. It suggests that the DVLA will still be accountable to the Department of Transport

    in case you did,nt understand my original post , I will elaborate on my question


    what difference will this make to a member of the public that receives a parking charge from a private parking company?


    what differences with be made to the alternate resolution system , and seeing as I can see some words saying " recovery on unpaid parking charges"


    how will this effect Joe public?


    a non knowledgeable person would possibly believe they are (or might be) changing the court method and collection method , possibly using the counsil system, and bailiffs.


    hence the reason for asking the original question.

    No changes at all. It just means a different politician now has control over various statutory instruments. DVLA wont be affected at all.

    Eric Pickles I believe wishes all parking enforcement, civil and private should allow 10/15 mins before any sort of enforcement action. I believe he thinks this will help local shops.

    Maybe he believes moving it to his department he can take some action.

    It might mean that enough complaints have finally filtered through for responsibility over private parking matters to be handed over to the geezer who keeps promising to make parking easier and stop the motorist being persecuted (and who, to be fair, has made some useful things happen in the public parking sector).

    Or it might mean nothing of the kind and it's business as usual. Only time will tell! But presumably it means something, it hasn't been done on a whim!

    I am mindful that, towards the unfashionable tail-end of Schedule 4, there are various provisions regarding the powers reserved by the government to change the way Schedule 4 operates. Presumably those powers now lie with Pickles.
