Read the Newbies thread first https://forums.moneysavingexpert.com/discussion/48168220

Yep,
Read the 'NEWBIE' thread at the top of this forum. It should tell you how to proceed. If you need help after reading it you will find regulars here very helpful.:j0 -
hi, I have had a read, and its seems abit overwhelming with info. Im still not sure how to progress, the reduced fee expires today so not sure whether i should pay or not. I did try to pay online at www.paymypcn.net but payment wasnt going through. So i call the number and got a rude guy, whose name was Mr Harris, said hes from Surrey.
can anyone help?0 -
there is no reduced fee, it's a pressure tactic the real amount due is zeroFrom the Plain Language Commission:

itn, I'd recommend sitting down with a cup of tea and reading through the newbies thread: take your time and cover a little bit at a time.
But please keep the deadlines in mind so you don't lose your chance to appeal it.0 -
If you had a windscreen ticket, and YOU are the registered keeper of the vehicle, DO NOTHING! Wait for the notice to keeper that may come through the post.
Once THAT is received, send them the template appeal (as-is, word for word) from post #1 of the NEWBIES thread. (You can remove the "rant" paragraph if you wish ... the one below point e).
This PPC is an IPC member. WHEN they reject your appeal you can then decide whether to bother appealing to Skippy's kangaroo court at IAS. Or you may decide just to ignore everything except actual court papers or a real letter before claim ... I suspect you'd get neither from Globe/IG0 -
Yes, it is a bit overwhealming, (if you are easily confused by complicated issues, that is who the PPCs get to pay for their easy lifestyles, the easily confused.
Aware consumers get to grips with the subject and cost the grasping conmen real money. It is probably the most challenging issue many will have to cope with in their entire lives. You never know how far you can go until you go too far.0 -
since getting the ticket on the 12/03/2015.
I have not yet had anything in the post regarding it, today is the 15/04/2015.
Its gonna be 35 days tomorrow.
anything I should be concerned about?

28 to 56 days ,0

Just to elaborate ... where a windscreen ticket is placed on a vehicle then a Notice to Keeper (postal notice) must not arrive earlier than day 29 or later than day 56 (after the parking event) for keeper liability to be claimed.
If the notice is earlier or later than these dates then the keeper has additional weight to claiming the NtK is non-compliant with legal requirements (POFA).0
