Hi,
I've just received a 'Notice To Owner' Parking charge letter from a company called 'PCS' for an 'overstayed free parking period' on 14/12/1014, 85 days ago! I can absolutely swear there was no ticket stuck on my windscreen, so this is the first I have heard of this.
I've had a read through the threads, so thanks everybody. Is my best course of action to fire off an appeal to PCS using the template provided by Coupon-Mad in Nov '13?

Within the letter, does it state that they are acting on behalf of a creditor or client? Who does it specifically state that you should appeal to?
Parking Collection Services (if it is them, there are loads of similar acronyms out there) are more usually a debt collector.
Does the letter make any reference to holding the Registered Keeper liable under Schedule 4 of the Protection of Freedoms Act 2012?Je Suis Cecil.0 -

It says' your vehicle was parked on private land managed by our client AM Parking Services Ltd'.
We have to appeal to PCS via email or letter.
It makes no reference to the Schedule 4 you mention.

Interesting. Their website claims they are members of the BPA Ltd, but they don't appear on the members list on the BPA website.
I would put together an appeal - don't mention who was driving (refer to the driver as 'the driver' if you need to), based on one of the appeals in the Newbies thread at the top of this forum.
You are appealing as the Registered Keeper of the vehicle.
Usual points.
1. Sum sought does not represent a genuine loss
2. No legal standing on the land
3. Insufficient signage
COme back when they reject it, and then appeal to POPLA.
In the meantime, it might be worth dropping an email to the BPA Ltd asking if they can confirm whether this company are in the BPA's AOS scheme.
If not, then someone might be in trouble with the DVLA!Je Suis Cecil.0 -
this thread https://forums.moneysavingexpert.com/discussion/4876552 from a year ago indicates they were BPA members back then , but not showing on BPA or IPC websites now
so as mentioned above, send the template appeal back as is, do not indicate who was driving (from the newbies sticky thread)
ask the BPA if they are still a member or not
dont know why debt recovery are chasing the RK as I cannot see how they can get details for people if they are not in the BPA or IPC0 -

Appeal submitted to 'PCS' using their online form, and email sent to BPA requesting confirmation of 'PCS' membership. I'll update the thread with how I get on.

Debt Recovery Plus Ltd also t/as Parking Collection Services is listed as a member of BPA AOS.0

This is what I meant. Its this company that aren't listed on the BPA members list, as per my post. You need to get the BPA to confirm if they are members.
If one member of an AOS (DR+ for example) obtain data on behalf of another company then THAT company also has to be in the AOS.
