    POFA 2012 has a statutory timescale relating to Keeper Liability - either 14/15 days if ANPR or no ticket issued or no more than 56 days after infringement if a windscreen ticket was issued (see sections 8 & 9 here http://www.legislation.gov.uk/ukpga/2012/9/schedule/4/enacted)

    If your first contact was outside the relevant period and you have not admitted being the driver, then they can not pursue as Registered Keeper.

    Any notice to keeper after 14/15 days and before 28 days is always "out of time". For ANPR/no windscreen ticket it's too late, and where a windscreen ticket was issued it's too early. :)

    Following my tirade yesterday to the Debt collection company, I've just had an email from PCS:

    "After carefully considering the case, we have cancelled the above parking charge on this occasion. I have noted our records to ensure that we do not send any further letters about this parking charge".

    So, as a novice in this, my advice is to repeat the fantastic help I've had from others on this site - don't ignore the parking notice, following the appeal process on here by using the pro-forma/template provided, under no circumstances reveal the name of the driver, and importantly, do not weaken in the face of threats. Stay firm and do not give in to illegality.

    Thanks very much to everyone who has given me sound advice and help on this. It's much appreciated.
