Here is your choice.
If the PPC is a "better" one, then they will fork out the £2.50 and send you a NtK, recognising that it could cost them £27 if you appeal and demand a POPLA code. So we advise waiting for the NtK in those cases.
However, more unscrupulous ones don't send the NtK but claim that they did and then jump to debt collectors hoping that the motorist will pay up worried about CCJs etc. This lot are potentially one of these.
So, make your decision based on your assessment of your own character and whether or not you would just brush off debt collector letters. You would lose little, in my opinion, by appealing now and demanding a POPLA code, using a forum inspired initial letter basing it on the fact that their ticket says you waited 20 minutes and the sign says you have 20 free minutes so no case to answer.

The company AutoSec is registered to a dummy office at Premier House on Ferensway. A quick call to Premier House confirmed he does "operate out of the building" but he's not available to take calls, nor could they give me his office number. The girl on the phone started spitting feathers and said I needed to speak to the manager, who also wasn't available.
If you're smart you can submit a request to pobox.support@your.royalmail.com requesting to know the address the PO BOX is registered to. As Mr Del Grosso isn't particularly smart it's not registered to Premier House.... its registered to what we believe to be his residential address.
I'm currently in the process of deciding how I want to proceed with an appeal. He's tried to give me a ticket for parking for exactly 20 minutes, when it's 20 minutes free parking. Again, not too smart!0 -

We are in a very similar situation to you - the same private parking company and probably the same car park. The times on the ticket are also only 20 minutes apart, so I fail to see how or why a ticket was actually issued.
