traffic easing is a legitimate technique used to ease congestion. if there are no speed limits you'll find that cars will try to race to their destination and create gridlock at their exits. bringing the town to a grind. with speed restrictions you can ease the flow of traffic so traffic entering small town do so in a more gradual manner. this allows the town to cope with the traffic inflow.0

I have to travel the section up to copdock northbound each week.
Since these cameras have been installed I've been diverting on B roads through East Bergolt and then the A137 to the A14.
Plenty of speed limits but no monotonous elephant racing.
Try the Cringlelford bypass in Norwich at present.
Duel carriageway,used to be 70mph,then 50,now just 30 whilst no sign of roadworks whatsoever,apart from some recently replaced barriers.
Blue police check signs in operation.
The A421 bedford bypass was recently 40mph eastbound.No road works to see again
Lots of unmarked cop cars snagging people there .
Probably needed footage for the next series of Traffic Cops.0 -
Traffic Regulation Orders - may not be required for roadworks, but would be if a permanent speed limit has been put in place which is what you're implying by saying they are for revenue generation.
For temporary limits such as those for roadworks there will be a temporary TRO (or TTRO!).
I suspect the reason that there is no work happening is that the resurfacing is being done at night to reduce disruption. I'm not sure if it's possible to have a TTRO that permits the limit to apply only in certain hours, but I don't recall ever seeing it done.
Somethimes the limits are put in place because the central reserve barriers are not up to scratch, or the work is to a structure below the road surface, neither of which are readily apparent, and sometimes it's simply that concrete is curing and until it attains the required strength no further works are possible.0 -

Yep, roadworks at night. Not sure if the temporary limits apply 24hr, I'd guess they do.
