    Contention at the DSLAM was a thing a decade ago. Nowadays BT wholesale aim to make sure their network is not the point of congestion and provision more capacity as required. While they do many things badly, they are by many accounts good at this.

    The size of the links from the BT IP networks to each ISP is set by the ISP, so any contention in those links is the responsibility of the ISP. Similarly for links from the ISP to the rest of the Internet.

    Anyway, you use talktalk, who operate their own network. Contention in the BT IP networks is not relevant.

    According to TT forums - BT openreach are still responsible for connections !!
