    put the search term JLA into the forum search box and look at the threads that come up, thinks its the toiletduck one

    ie:- learn to use the forum and forum search, we point you at what you need to look at or look for

    I believe I already said (twice) that the assessor REFUSED to name the point he allowed the appeal for

    I'll have to read bylaws properly as the car was stationary on the carriageway leading to the car park on their photos.....not in them..but apparently that carriageway is where VCS say the contract starts.
    Still confused...

    Vehicle Control Systems Limited make a lot of money at John Lennon Airport in Liverpool. They put up unreadable signs, then patrol the airport roads with smart cars equipped with periscope cameras, trapping unsuspecting motorists who stop to drop off passengers. Unsurprisingly, this annoys a lot of motorists who are unaware that this is not allowed until they get a charge in the post. Not everyone at the airport likes or agrees with this, and The Parking Prankster's mole has provided him with the following information.

    Q. How much do VCS pay for the right to enforce parking?
    A. VCS pay £25,000 a year to John Lennon Airport?

    Q. Do VCS pay anything else?
    A. Yes, they pay JLA a commission on each ticket paid?

    Q. How much?
    A. It varies depending on how many tickets are paid each month. If VCS average 1-10 tickets a day, they pay 12.5% commission. For 11-15 they pay 25% and for tickets over that, 35%.

    Q. Can JLA cancel tickets?
    A. Yes, if they write to tell VCS to cancel a ticket at any time, then VCS must comply.

    Q. Do VCS have the right to enforce tickets in court?
    A. Yes, but only with the prior written permission of JLA

    Q. Do VCS have any car park management duties?
    A. You must be having a laugh. No, they only issue parking charges. Gritting, cleaning, snow and graffiti removal are all done by someone else.

    Q. Who sets the level of charges?
    A. VCS do, with JLA consent

    IF jla wanted to do this proper and correctly , they would hire there own staff on a non commission wage and provide parking assistance


    the setup now is,nt about helping the public , its about taking a £25,000 a year back hander , knowing that VCS HAVE to target people in order to recoup this money

    also bear in mind that they are trying to use parking invoices to patrol private roadways where parking is prohibited, so you are not agreeing to park when you stop on a private roadway to either orient yourself, drop off somebody or pick up somebody , yet they are using it and sending out a parking charge invoice

    ie:- we are not talking about parking at JLA here , that is rarely an issue that we see on here, its always to do with stopping on a roadway or roundabout

    Agreed , and at no point in history were JLA granted permission for "red route" status ,


    because of the nature of the road it does not come under the jurisdiction of POPLA IAS or my aunt fanny
