While the IAS/IPC set up is far from independant, POPLA isnt exactly good, or even fit for purpose either.
The only way they could do a real appeals system is to bring it under the wing of local authority control and/or highlight and explain all the valid so called appeal points such as an explanation of what GPEOL is and how it could apply to the motorist who is challenging the ticket.From the Plain Language Commission:

I hope you all realise that if the parking companies lose these cases and are told that they can only impose maximum penalties of £10 or something, the only thing that will happen is that the car parks will become unprofitable in their current form. As such, they will need to start charging more for people to park there, and the type of car park where you currently get two hours' free parking will become a thing of the past.
So, you might be celebrating the potential downfall of the PPCs today, but I hope you all bear this in mind when from now on you have to pay more every time you park your car because a few people stayed longer than they should have and were too cheap to pay the penalty.
That seems a bit high-handed, if you don't mind me saying... I came on here to find advice about what to do next about a PCN I received from Civil Enforcement Ltd (wanting to charge me £60 for 'not parking in accordance with the signage' when my ticket still had 29 minutes to run when I left the car park - it's now gone up to £100). I hadn't 'stayed longer than I should have' nor am I 'too cheap to pay the penalty', which by my reckoning seems totally invalid.
I'm still trying to find out what i should do, since CEL didn't issue me a POPLA letter... having confirmed to them that I was the driver (which they already seemed to know, in fact, since the PCN was addressed to me personally) I am now concerned that they might continue to pursue me and that I might get solictors letters and./or county court papers. I didn't come on here to wade through pointless posts of people bickering and telling jokes. thanks for listening...0 -

Why not start by reading the Newbies Sticky then?
Also look at recent (last few months only) threads on CEL. PPCs neglecting to issue a POPLA code is quite common and how to deal with this and filing a complaint with the BPA is covered regularly.

So why did you read/post on an article discussion thread? Similarly, you also hjacked it with your own irrelevant issue (from the POV of this thread) - Which is something you clearly agreed not to do as part of your signup.0 -
Edzel, you have been targeted by one of the biggest chancers in an industry full of chancers. CEL are in all sorts of doo doo, from being prosecuted in Scotland, to telling porkies to judges in England. There are also lots of issues with Campany House and the Co-op.
Tether your high horse, sit down, and be prepared for a great deal of reading. There are few companies that act with such the consummate dishonesty as this one.
